Encourage the use of UV photolysis and other technologies to achieve standard emissions for VOCs control in the wood processing industry in Liuzhou

Recently, Liuzhou issued the "Implementation Plan for the Prevention and Control of Volatile Organic Compound Pollution in Liuzhou City" (hereinafter referred to as the "Plan"), which marks the transformation of Liuzhou's management of "odor" from a "symptomatic" approach of strict control and emission restrictions to a "fundamental" approach of systematic prevention and control.

The Plan specifies that Liuzhou City will mainly control five industries including industrial painting, chemical industry, wood processing, packaging and printing, and automobile repair 4S stores. It will adhere to the principle of highlighting key areas, leading by example, and implementing step by step, strengthen the control of unorganized emissions and exhaust gas treatment in key industries, and improve the level of enterprise process equipment and VOCs prevention and control. According to the target requirements, by the end of 2019, all key VOCs regulatory enterprises will adopt effective prevention and control measures, all key governance projects will be completed, existing governance facilities will operate stably, and the total VOCs emissions in the city will significantly decrease and steadily meet the control standards. In 2020, the Municipal Ecology and Environment Bureau will carry out law enforcement monitoring on VOCs emission enterprises, and impose strict and severe penalties on enterprises that have not installed VOCs prevention and control facilities or have monitoring concentrations exceeding the standard in accordance with the law.

In the "Plan", the Ecological Environment Bureau of Liuzhou City has proposed governance requirements for the five industries mentioned above. We have listed the VOCs control requirements for the wood processing and industrial coating fields. We found that the Municipal Ecological Environment Bureau has different requirements and positioning for VOCs emission control in different fields, especially for the use of activated carbon and photo oxidation VOCs treatment processes. Based on the VOCs emission sources and industry realities of different industries, applicable technologies have been proposed. Is this a progress in the regulatory level?
